Maysan / NINA / MP, of the National Alliance, Mohammed Saadoun sayhood said that the relationship between the federal government and the provincial government is only governed by the Constitution and the laws and should be observed by everyone.
He told the National Iraqi News Agency / NINA / that '' The problems between the federal government and the provincial government cannot be resolved only through the dialogue and the commitment of the two parties to the constitutional laws."
He added that ''the most important problems that tensed the relationship between the two governments are the oil and gas law and the disputed areas," noting that "the issue of oil and gas is set by the Constitution, which the federal government is responsible for the distribution and no contract can be signed by the provincial government without the approval of federal government."
He pointed out that ''the federal government is directly responsible for the ports in all Iraqi provinces, as well as for airports and all the governmental institutions that operate according to the laws legislated by the Iraqi parliament."
He said that ''the government of the Kurdistan export 175 thousand barrels per day, which, its revenues, must enter in the federal government's treasury according to the law of the federal budget, in return, the federal government pays 17% of the budget, which is set by the Constitution." / End
